Paul Kibuuka, Lawyer/Attorney and Policy Researcher, Analyst and Consultant

With a masterful understanding of the law, commercial acumen, and vital connections with government policymakers, I help to seamlessly facilitate investment flows into Tanzania and other East African countries. I work with corporate boards, CEOs and senior managers of SMEs, start-ups, and multinational firms across a wide range of sectors, including energy, mining, transportation, tourism, construction and real estate, education, finance services, agriculture, water supply, healthcare, and manufacturing.

In recent years, there has been significant concern about clarity, stability and predictability of policy, legal and regulatory frameworks in Tanzania, but this does not mean that the country is uninvestable. The new President Samia Suluhu Hassan has urged government officials "to win back investor trust". This is a welcome move. Tanzania offers unique advantages to investors: a strategic geographical location, abundant natural resources, arable land, growing youthful population, wide supply base of raw materials, a liberalised economy, and political stability.

How I can help

For foreign investors looking to establish, maintain and grow their business operations in Tanzania and the East African region, I bring extensive, current and active legal experience as well as a genuine interest in business and a good understanding of some of the pressing issues facing existing investors.

To adequately guide investors, I strive to understand their business objectives and the sectors in which they operate.

Over the past 14 years, I have successfully served international, regional, and national energy, mining, technology, agriculture, and services companies.

I provide valuable legal advice and assistance in tax, corporate, finance and investment, including market entry and expansion strategies; business-government relations; risk and regulatory compliance.

At first glance, you might not expect a deal transaction to become litigious. Yet court battles loom when deals go sour. When litigation happens, I assist clients to protect their legal interests, while ensuring that litigation does not distract or derail the client’s business, investment or project.

I can serve on your corporate board, utilising my knowledge and understanding of law and policy and my confidence to add value to your company.

Additionally, I can deploy thought leadership (via, seminars, workshops, columns and op-eds, speeches, talks, and more) to encourage debate and discussion and to influence policy and law-making.

I previously wrote a weekly 750-word column for Tanzania’s leading English daily The Citizen, a brand of the Nation Media Group. I have also written for the Group’s regional weekly, The EastAfrican:

(2020). ‘Developing tax planning policies and strategies for the new year’, The EastAfrican, 17 January, p.32

I understand local customs, insights and intricacies when helping investors identify and seize investment opportunities and navigate legal, tax and regulatory challenges in Tanzania and the East African region.
