About

Paul Kibuuka, Lawyer/Attorney and Policy Researcher, Analyst and Consultant

Hello, and welcome to Tanzania Law Blog! A practical blog to help you stay informed and educated about Tanzanian law and the legal issues relating to doing business or investing in Tanzania.

In sharing insights on this blog, I also aim to encourage thoughtful discussion with a view to influencing policy and law making for a better business environment in Tanzania.

The blog’s intended readers are laypeople, business executives and investors who wish to stay abreast of legal and policy developments in the fields of tax, corporate, finance, and investment. Other intended readers of Tanzania Law Blog are government policy/law-makers and regulators.

My details

My name is Paul Kibuuka, and I’m a lawyer by profession enrolled as an Advocate of the High Court of Tanzania. I specialise in tax, corporate, finance and investment; and I advise and represent SMEs, start-ups and multinational firms across a wide range of sectors.

Additionally, my work entails policy research and analysis to better enable African governments, their development partners and civil society institutions to improve tax policies in support of sustainable development, inclusive growth, and trade and investment.

I attended the University of Dar es Salaam, where I earned my Bachelor of Laws (LLB) degree with Uppersecond Honours in 2006 and received, among other prizes, the Tanzania Ministry of Science, Technology and Higher Education Prize for being the Best Final Year Student in the Faculty of Law.

In 2001, I completed my pre-University (‘A’ Level) secondary education at Kiira College Butiki, where I served my student community as Head Prefect and obtained grade AAAB in History, Economics, Divinity, and Literature in English.

This academic success enabled me to obtain a full government scholarship under the auspices of the Inter-University Council of East Africa (IUCEA) Student Exchange Programme to study Law at the University of Dar es Salaam from 2002 to 2006.

I am a member of the Tanganyika Law Society, the East African Law Society, the International Bar Association, and the International Fiscal Association.

With a masterful understanding of the law, commercial acumen, and vital connections with government policymakers, I help to facilitate investment flows into Tanzania and other East African countries – working along with some of the best local counsel in the respective countries.

Interests

  • I’m an avid consumer of high-quality political, financial, market and economic reports, news and analysis.
  • I relish writing commentary, op-ed and analysis articles on legal, tax and regulatory aspects of East Africa’s economic and business landscapes. See, for example, (2020). ‘Developing tax planning policies and strategies for the new year’, The EastAfrican, 17 January, p.32
  • I’m passionate about playing chess and improving my game: it’s impossible to never really lose, but I beat most people who casually know how to play chess.
  • I keep fit and make the most of the cultural opportunities which Tanzania and the world offer. What Mark Twain did say: “Travel is fatal to prejudice, bigotry, and narrow mindedness; and many of our people need it sorely on these accounts.”
  • I volunteer through supporting people with albinism by providing vital supplies of sunscreen and other relief items.
